(2) In the course of investigation or inspection, the inspector shall take samples of any substance for which a quality proof-mark or certificate is used, or of blanks or preparations related to that substance, etc., in the presence of the applicant or the licensee. (3) The inspector shall disclose to the applicant or licensee the name, quantity and condition of the substance sampled in accordance with sub-rule (2) and give a receipt thereof.
(4) The inspector may conduct a quality test of the substance sampled in accordance with sub-rule (2) from a government or non-government laboratory recognized by the council.
(5) The inspector shall give a clear report to the office on the results of the investigation or inspection and any suggestions.
